FRANKFORT, Ky. (AP) - Gov. Steve Beshear is calling on lawmakers to take a series of steps that he says will preserve jobs, improve transportation and save a faltering horse racing industry.
In Beshear's prepared remarks to be delivered Monday night to a joint session of the General Assembly, which he urged lawmakers to balance a state budget that is projected to have a $1 billion shortfall over the next year. He proposed a plan that includes no tax increases. Instead, he wants to use federal economic stimulus funds to fill most of the gap.
The governor also called on lawmakers to approve a proposal to allow casino-style gambling at the state's horse tracks. He said gambling revenue would increase purses at horse races and generate needed revenue for the state's general fund.
